Since October 2022, I have been collaborating with Defra to develop various Extended Producer Responsibility (EPR) platforms related to the Collection and Packaging Reforms. While much of my work is protected by a non-disclosure agreement (NDA), I will share as many details as I am able to.
User Research within the Government Design System
Many of my responsibilities were aligned with the requirements established by the Government Digital Service (GDS) for each project. I frequently moved between different areas, which required me to quickly and efficiently evaluate and scope projects while maintaining a high standard of quality and detail in my work. This experience prompted me to begin thorough preparations for essential assessments early in the process.
A significant part of my role involved conducting usability and accessibility testing for various Extended Producer Responsibility (EPR) platforms. These tests resulted in comprehensive playbacks and related artefacts that could be submitted for assessment.
What are Extended Producer Responsibility (EPR) and the Collection and Packaging Reforms?

The UK's Collection and Packaging Reforms (CPR) aim to transform waste management and recycling systems, placing a strong emphasis on Extended Producer Responsibility (EPR). My work has primarily focused on the EPR service. EPR shifts the entire financial responsibility for collecting, recycling, and disposing of packaging waste from local authorities and taxpayers to producers—those businesses that supply packaging. The main aspects of EPR include:
Full Net Cost Recovery: Producers are responsible for covering all costs associated with managing packaging waste, including collection, sorting, recycling, and litter management.
Modulated Fees: Fees charged to producers are based on how recyclable their packaging materials are; packaging that is non-recyclable incurs higher fees.
Mandatory Reporting:** Large producers must provide detailed reports on their packaging usage and recycling performance.
New Governance:** A Scheme Administrator will oversee the EPR scheme, ensuring compliance and managing the distribution of funds.
This restructuring aims to create a more efficient and sustainable waste management system in the UK.
